Folks should keep in mind that actions always speak louder than words. A Giuliani type will curse out to your face and dare you to do something about it. A Bloomberg type will listen to your complaints and tell you he understands but he won't change policy. Different styles, same results. Because Bloomberg is not as personally/openly abrasive and ignorant as Giuliani, people have given him a pass for years on this stuff.
